Most electronics backlogs do not begin with a major cleanout. A computer replaced during one budget cycle is moved into a back room. Later, a printer joins it, followed by monitors, laptops, cables, and network equipment from other upgrades. Each item is set aside for someone to review later.
After several years, a room intended for supplies or records can become an unofficial technology archive.
